Educacion en PERU

El Ministro

La dirección y gestión del Ministerio de Educación, está confiada al Ministro de Educación, según lo dispone el artículo 119º de la Constitución Política del Perú.

Por mandato constitucional, le compete refrendar los Decretos y Resoluciones Supremas del ramo. Asimismo, como a cada ministro, le atañe expedir directamente y por iniciativa propia, dispositivos que son las denominadas Resoluciones Ministeriales.

Según el artículo 121º de la Constitución Política ya mencionada, los ministros, reunidos, forman el Consejo de Ministros cuyas atribuciones se señalan en el artículo 125º de la Carta Constitucional.

La Ley Nro. 26510 otorga al Ministro de Educación la facultad de aprobar por Decreto Supremo, con el voto aprobatorio del Consejo de Ministros, la organización interna del Ministerio de Educación.

El Ministro, además de ser la máxima autoridad del Ministerio, lo es también del Sector Educación que comprende además del Ministerio, los organismos públicos descentralizados (OPD) adscritos por Ley al ramo de Educación.

Entre las principales funciones el Ministro dicta dirige, ejecuta, supervisa y evalúa la política sectorial en materia de educación, ciencia y tecnología, cultura, deporte y recreación, en concordancia con la Política General del Estado y los planes de desarrollo nacional.

El Ministro está facultado para proponer proyectos de decretos legislativos, decretos de urgencia, decretos y resoluciones supremas relativas al sector y refrendarlos cuando corresponda.

First Annual Banana Festival

EGNALYA BARTRA-AZNARAN
International Oil Painting Artist

Egnalya was born in Peru, South America. She has shown her talent toward Art since age 15 when she received the First Place Award, commemorating the 50th Anniversary of the Discovery of the Machu-Picchu Ruins, located in Cuzco, Peru.

Egnalya is graduated from the prestigious Superior School of Bellas Artes in Lima, Peru and the Truman College of Chicago. She is most renowned for her depictions of Peruvian Culture and Portraits. Her job is done with excellent technique and exquisite colors. Egnalya's work has been presented in numerous national and International art shows in Peru, Venezuela, Mexico, Chicago, Florida, California and France. One of her works was acquired by the Washington National Bank of Chicago. Egnalya was commissioned to do ten oil paintings for the ship "Huayna Capac", property of the Peruvian Steamship Company. This vessel now travels around the world carrying inside Egnalya's artwork. .

Egnalya is a Member of Campbell Artist's Guild of CA. Awarded: "April 2006 - 2008 FEATURED ARTIST" Official Member of the American Society of" Portrait Artists ( ASOPA ). "2004 ARTIST of THE YEAR" Member of Santa Clara Art Association of CA. Awarded "2003 Winners Circle ARTIST of THE YEAR". "2000-2001 Special Award Winner" "1996 ARTIST of THE YEAR" Member of the Fine Arts League of Cupertino, CA Honored with Several Awards . Member of the Stockton Art League of CA .

On April 2006, Egnalya was recognized as a highly Artist by the Elsie May Goodwin Gallery on the Miracle Mile, Stockton, CA. Egnalya received two Awards of Merit: the Sponsor Award and the People’s Choice Award, at the 2007 Mayor’s Contest - Art Show in the City of Lathrop, CA. Her exhibition at the Santa Clara Chamber of Commerce featured excellent pen and ink drawings representing California Missions and prominent local settings.

Leon Foundation would be remiss in not recognizing our current officer for the unselfish and excellent job she is doing. La educación de las personas en la modernidad requiere del uso de instrumentos tecnológicos que agilicen la asimilación de contenidos doctrinales y estén en conexión con el mundo global, la Iglesia no es ajena a este fenómeno, por ello para la mejor catequesis y evangelización se necesita de herramientas que pongan al día a los fieles por este medio.
Conocedores del Espíritu y la generosidad para aportar de una ayuda eficaz para nuestro apostolado y comunicación de la verdades de nuestra fe nos dirigimos a ud Dra. Joyce Leon-Gomez y a su FUNDACION “LEON FOUNDATION”, para solicitarle una donación de  computadoras para ponerlas al servicio de los catequistas para la preparación de sus temas, la organización de sus contenidos y registros de sus personas y la posibilidad de conectarse por internet para actualizarse.
Los voluntarios que tienen un servicio en nuestra Capilla Cena del Señor, son en su mayoría de bajos recursos económicos y con mucho espíritu de colaboración y entrega; las computadoras serán de mucha utilidad para hacer más llevadera su labor de apostolado.

Yo soy el Pbro. Gregorio J. Quiñones Yábar con 16 años de sacerdote, pertenezco a la Diócesis de Chosica, que está en la Provincia de Lima, en el Perú. Estoy encargado de la Capilla Cena del Señor desde hace tres años como Vicario de la Parroquia San Alfonso María de Ligorio de Santa Anita.
Ubicación: La Capilla Cena del Señor está en el distrito de Santa Anita que está ubicada  en el Cono Este de Lima Metropolitana, en la Región Costa, Provincia y Departamento de Lima – Perú; con una Superficie de 10.69 Km2, Altitud 195 m. s. n. m. y sus Límites son: Por el Norte con El Agustino, intersección de la Av. Circunvalación (Vía Evitamiento) y la Atarjea; Por el Norte y Este con Ate, el límite está con la Urb. Ceres, hasta la intersección con la Carretera Central, Por el Sureste y Sur con Ate, intersección de la Carretera Central con la Av. Circunvalación (Puente Santa Anita); Por el Suroeste, Oeste y Norte : Con El Agustino, límite con el eje de la Av. Circunvalación, hasta la intersección con la Calle Los Nogales, proyectándose hacia el cerro el Agustino, hasta las Av. Mariátegui, Circunvalación, hasta su intersección con la Av. La Atarjea.
Capilla Cena del Señor

La capilla se formó desde el 3 de octubre de 1980 con la llegada del P. José Donovan de la Congregación Meryknoll, cuando este pueblo (Cooperativa Universal – distrito de Santa Anita) recién se estaba poblando y su construcción urbana estaba en proyecto como el agua, desagüe y electrificación.
En marzo de 1994 llega el P. Jorge Deleye dando inicio a la presencia de los sacerdotes diocesanos.
La capilla tiene una capilla de material noble, centro parroquial y los títulos de propiedad están en trámite. En la parte que corresponde al “pueblo joven Huascar” no tienen ni capilla ni centro parroquial y la misa dominical se celebra en el local comunal.
La Jurisdicción de la capilla cuenta con aproximadamente 20,000 habitantes, en su mayoría son migrantes de la Sierra del Perú, venidos de la sierra norte predominantemente, sus pobladores en su mayoría son comerciantes y de bajo nivel de instrucción, aunque está realidad está cambiando.
Es importante señalas que Huascar está compuesto por pobladores reubicados del Centro de Lima (Barrios Altos). Está muy presente el alcoholismo y la drogadicción en jóvenes de 16 a 25 años. Existen bandas de comercialización de drogas y delincuenciales; a esto se añade la falta de empleo; constituyéndose un sector altamente conflictivo y peligroso.

También están ubicados en nuestro sector la Municipalidad Distrital, la Fiscalía Provincial y la Comisaría de Santa Anita; igualmente un Centro de Salud, Comedores Populares y Comités de Vaso de Leche.
En vistas que la población procede de provincias en un promedio del 95%, el fenómeno de la migración se hace acelerado ya que provienen de sus lugares de origen tíos, sobrinos, padres, madres y se acomodan en la casa familiar hacinando cada vez más las casas con las consecuencias que esto acarrea. Creemos que hay que atender a la familia con urgencia. Disponer de medios para la catequesis con especial énfasis en los niños y adolescentes.
1.- Las dimensiones de la Pastoral: La pastoral social.
Está organizada por 3 departamentos con sus respectivos equipos: Departamento de Cáritas, Departamento de Salud, Departamento de Dignidad Humana.
Estos actúas con sus equipos: Servicio Social, Adulto Mayor, Talleres de Desarrollo para mujeres y la Fraternidad de Discapacitados.
OBJETIVOS:
Promover la formación de los agentes de Pastoral Social y fortalecer la espiritualidad e identidad como agentes de PASO.
ACTIVIDADES:
La Semana Social, trata los temas coyunturales de nuestro país y lo que sucede en nuestra patria.
Curso de “Jóvenes, Discípulos y Ciudadanos” que permite promover la formación y el compromiso social de los jóvenes de Iglesia involucrándolo en la problemática nacional.
La Marcha por la paz: busca sensibilizar, formar y participar en una marcha para hacer sentir la voz ante temas muy urgentes a favor de los desplazados y la ecología.
Campaña Solidaridad Compartir: genera compromiso para ayudar a otros en una fecha determinada organizada por la Conferencia Episcopal Peruana con un pasacalle, afiches y banderolas.
Talleres de información y orientación para las elecciones presidenciales, municipales y regionales.
Campaña de Solidaridad Navideña: ayudar a las familias de extrema pobreza, enfermos del Hospital, y presos de los penales.

Despacho de Servicio Social: atiende casos sociales de diversa índole (legal, salud, violencia social, violencia familiar, entre otros) coordinando con instituciones públicas y privadas, como la Municipalidad de Santa Anita, Defensoría del Pueblo, Comisaría, Fiscalía, la Dinincri, Poder Judicial de Lima, Juzgado de Santa Anita, Comedores Populares, Centros y Postas de Salud, Hospitales de la zona, Centros Educativos.
Talleres de Desarrollo para mujeres: comprenden talleres de corte y confección, tejidos, decoración de globos, cosmetología, manualidades.
Pastoral de Salud: Visitas a domicilios y Hospitales a enfermos, adultos mayores, personas indigentes y discapacitados; el acompañamiento a personas que han perdido un ser querido, se difunde la medicina básica y natural.
La Fraternidad Cristiana: organiza un tallar de manualidades para personas con discapacidad y generar recurso que les ayude económicamente.
2.- La Pastoral Evangelizadora:
Catequesis parroquial: Se desarrolla diferentes niveles de la catequesis, cada nivel tiene su coordinación interna. Los coordinadores constituyen el equipo general del área de evangelización.
Es una catequesis integral porque abarcamos las diferentes edades: incluimos la catequesis familiar y se abarca a los padres de familia y retiros.
Una de las dificultades que tenemos es que llegamos a muy pocos niños respeto de la densidad poblacional lo mismo que jóvenes y adultos que deberían ser catequizados.
La catequesis se dirige a: niños de 7 a10 años; niños de 11-12 años; adolescentes de 13-15 años; jóvenes de 16-23 años; adultos de 24 años a más.

La catequesis Familiar: existe desde hace 24 años. Se trabaja durante 9 meses. Las reuniones se desarrollan los domingos para la catequesis de niños y los miércoles para los padres de familia, los animadores y parejas guías ser reúnen los días lunes para preparar los temas.
Cada reunión parte de la realidad, se ilumina con la Palabra de Dios y desemboca en un compromiso de vida y un mensaje para trasmitir a los hijos en el hogar.
La Pastoral Juvenil: se dirige a los jóvenes Animadores que profundizan su fe y realizan su entrega en servicio para que otros jóvenes tengan la experiencia de Cristo y la vivencia de valores.
Pastoral Educativa: busca afianzar las relaciones entre las Instituciones Educativas y la Parroquia para formar Equipos de Pastoral y evangelizar desde el interior.
3.- Las comunidades en la Parroquia: Las Comunidades (C.E.B. =Comunidades eclesiales de Base) tienen más de 25 años de vida, eran comunidades muy vivas y dinámicas, se sentían miembros de una única comunidad, pero debido al crecimiento poblacional se tuvo que sectorizar, trayendo como consecuencia la dispersión y pérdida de visión de conjunto.
4.- Movimientos Apostólicos: Estos movimientos tienen su propio carisma y organización y la realización de sus reuniones dentro de la capilla está coordinado. Tenemos:
Movimiento de Retiros Parroquiales Juan XXIII: promueven una conversión de hombres y mujeres a través de retiros intensos en base a testimonios de vida y formación.
Legión de María: Cultiva la devoción y apostolado mariano en juntas semanales.
Renovación Carismática Católica: es un grupo muy dinámico de alabanza y renovación interna.
5.- Pastoral Vocacional: Acompaña a los jóvenes estudiantes en el proceso de formación humano-cristiana para descubrir y discernir el llamado de Dios para una vocación específica dentro de la Iglesia.

6.- Conclusión:
En realidad damos atención al 10% de fieles laicos con agentes de pastoral comprometidos y el 90% están desatendidos o son fieles que pertenecen a la Iglesia pero que no tienen una práctica religiosa en sus vidas.
El plan pastoral de nuestra diócesis es cambiar la mentalidad respecto de nuestro quehacer evangelizador y por eso en una prioridad impulsar con nuevos métodos e instrumentos la comunicación de nuestra fe cristiana.
Apelamos a su fundación que está inspirada en el amor por la sabiduría y la educación y el apoyo por actualizar y poner a punto con la tecnología el desarrollo de los pueblos de Sudamérica.

They give a young mind tools for exploration and learning. They provide a link to peers in other countries, opening a window to the world.
It is the Leon Foundation objectives in the years to come, to provide computers and internet connectivity to kids and young people in countries in Latin America. Learning how to integrate the use of technology in their education it will enhance their objectives in life.
